Title: What forms of identification must an officer provide?

I saw some police last night and went to document it for myself and sadly my phone had died at the time of this specific interaction but I was curious as to how and when an officer has to provide identification.

An officer had been investigating a possible rape and had stopped me to ask me what I knew about it. I told him I didn't know anything that I had seen them coming down the road. He asked me if I had any questions and I did.
1. Were the boys they were questioning involved? | He said he couldn't answer
2. What crime were they being questioned for? | His answer "It's not a crime being investigated" So I asked..
3. Is sexual assault not a crime? and he said sometimes he can't provide certain information.
4. So I asked him for his name and badge number and he denied it to me.

He then got in his car so I stepped in front of his car to get a a license plate as a last ditch form of ID. Do I have the right to do this?

An officer contacted me today about it and said he was in a police car and in uniform so that should have been enough is what he implied.

My question is, is that enough? does he have to provide it to me, and does he have to provide it immediately? Afterward he came to talk to me and provided it but does he have to provide it in the moment. Remember he got out to talk to me and asked me if I had any questions.

Lets extrapolate this into another situation where there weren't other officers around. If I were to ask him for name and badge number and he doesn't provide, do I have the right to (not that I would) put him under citizens arrest for impersonating a cop?

Thanks for any help :) I live in Oregon if there are specific laws you can point me to about officer identification that would be VERY helpful as I'm expecting a call from them again later. :)
